Unable to Reboot or Shutdown

Early in our migration I configured a way to avoid reboots or shutdowns if more than two users were logged in concurrently.

That configuration stopped working.

Now when attempting to reboot or shutdown, and another user has also logged in but logged out, the system returns to the login manager rather than reboot or shutdown. At that point the login manager options to reboot or shut down will not be available. The options never enable.

Similarly, if a user logs out and no other user has logged in at any time, the login manager options to reboot or shut down are not available and the options never enable.

To initiate a shutdown, the user has to press the computer case power button. To initiate a reboot, the user has to toggle to an alternate console (Ctrl+Alt+F6) and press Ctrl+Alt+Del.

I do not have an answer.
